According to the English Proficiency Index , Thailand’s English level has dropped from rank 53rd in 2017 to 74th in 2019 amongst non-native English speaking countries. But why is this? What do you think the reasons may be? I put forward some of my thoughts in this video.

เพราะงั้นถ้าหลักสูตรมันห่วยแตก ก็เลิกใช้มันซะ ใครอยากเรียนเมื่อไหร่ ก็ไปศึกษาเอาเอง
ทีนี้ก็หาคนเก่งๆ ไว้ในโรงเรียนเพื่อเป็นที่ปรึกษาก็พอแล้วครับ
เด็กมันจะได้ภาษาอังกฤษ มันได้ด้วยตัวมันเองอยู่แล้ว หลักสูตรมันไม่ช่วยอะไรหรอก
เผลอๆ อาจจะทำให้เด็กท้อด้วยซ้ำ เนื่องมาจากการที่เห็นคะแนนตัวเองไม่ดีเพราะมัวแต่ไปสอบแกรมม่า
แต่ทางกลับกัน เด็กที่มันไม่ได้ ต่อให้หลักสูตรจะดีแค่ไหนมันก็ไม่ได้ เพราะมันไม่*สนใจ*ตั้งแต่แรก

second language acquisition is very similar to the process children use when acquiring their first language. It requires meaningful interaction in the new language–natural communication–in which speakers are concerned with the messages they are conveying and understanding, not with the grammatical form of the language.

The mechanisms of teaching may be flawed, but I've seen a more fundamental problem. Let's compare it with swimming. Many Thais say they wish they could swim. In Australia, swimming is considered an important skill to teach children for their safety and exercise and enjoyment. In Thailand, that somehow doesn't happen. It's not considered important, so tons of kids end up as adults who can't swim, despite living in a hot country with many rivers, islands and beaches! Adult Thais then end up trying to learn to swim when it would have been much easier to learn as kids. Same seems to apply for English.

The reason why teachers teach like that in the school because most of the significant tests in Thailand don’t have a speaking test. In the test you have to know many grammar rules and vocabularies which might not use in everyday life.
In conclusion, teachers teach what students will be facing in the exam.

But this is the problem within us Filipinos. If we speak in english to each other, we tend to be very particular with the english grammar. Mistakes end up being the laughing stock – and it sucks to the point that we were even coined as Grammar Nazis…But when we speak with non-english speaking people, we actually don't mind if the person wouldn't speak straight and perfect english..

In the Philippines we know/ speak English not bcoz we've been colonized but bcoz we think it's necessary. We've been colonized by Japanese, Spaniards but we don't speak their language…but some know Spanish a bit.

ที่คนไทยส่วนมากพูดภาษาอังกฤษไม่ค่อยได้…
1. ครูสมัยก่อนชอบทำโทษนักเรียนด้วยการ "ตี" ทำให้เด็กไทยในสมัยก่อนหมด "ความมั่นใจ" ที่จะพูดภาษาอังกฤษ เพราะกลัวความผิดพลาด ถ้าพลาดคือเจ็บตัว
2. ยัดเยียด แกรมม่า ทั้งๆที่นักเรียนแทบยังไม่เข้าใจคำศัพท์นั้นๆเลย การท่องจำมันแค่ทำให้เด็กนักเรียนจำได้แค่ความจำระยะสั้นๆเพื่อเอาไปสอบเท่านั้น(สอบเอาตัวรอด) พอผ่านไปหลายปีไม่ได้ใช้ก็ลืม ที่คนไทยชอบพูดกันว่า "เรียนมานานแล้ว…คำศัพท์คืนครูหมดแล้ว…ลืม"
3. เพื่อนชอบล้อเลียนเมื่อเห็นคนในกลุ่มพูดภาษาอังกฤษ "หง๊อ!…พูดภาษาอังกฤษได้ด้วย 🤣 ดัดจริตว๊ะ!"
4. จะมีคนไทยบางคนที่พอฉลาดหน่อยชอบหาคำศัพท์แปลกๆจากอินเตอร์เน็ต เช่น คำแสลง แล้วมาถามคนที่เค้าคิดว่าจะกดคนนั้นให้ลงหรือให้ด้อยกว่าเค้าได้มาถาม แล้วพอคนที่ถูกถามไม่รู้เค้าจะรู้สึกภูมิใจมากๆว่าเค้าฉลาดกว่า พร้อมพูดว่า "ไม่รู้หรอ…โง่จังวะ!" การแชร์คำศัพท์กันเป็นสิ่งที่ดีครับ แต่เอามาข่มกันแบบนี้มันดูแย่มาก
5. คนไทยบางคนชอบอ้างสถาบันที่ตัวเองเรียนจบมาจากสถาบันที่มีชื่อเสียง(รัฐบาล) แล้วมาข่มว่าตัวเค้าเหนือกว่า ตัวอย่าง "เมื่อกี้ฉันได้ยินแกเรียกเพื่อนฝรั่งฉันว่า แอน-ธะ-นี(Anthony) แกออกเสียงผิดนะ! เพื่อนฉันเค้าชื่อ แอน-โท-นี่(Anthony) ต่างหากพึ่งเจอกันเมื่อวานหล่อไหมละ?… คราวหน้าเรียกชื่อเพื่อนฉันให้ถูกด้วยละ ฉันเรียนจบที่นี่มาเอกอังกฤษ! แกล่ะจบจากที่ไหน? ที่นั้นเค้าไม่เน้นสอนภาษาอังกฤษหรอ?"

– ทั้งหมดนี้มันคือเรื่องจริงในสังคมไทย มันถูกหล่อหลอมให้คนไทย "ขาดความมั่นใจและความกล้าที่จะพูดภาษาอังกฤษ" คอยจับผิดขัดขากันแบบนี้แย่มากๆ พอประเทศเพื่อนบ้านเค้าพูดภาษาอังกฤษดีกว่า ก็ชอบพูดเหน็บเค้าและภูมิใจกับตัวเองด้วยประโยคที่คนไทยฮิตติดปากว่า "ประเทศฉันไม่ได้เคยตกเป็นเมืองขึ้นของใคร"
– การศึกษาไทยเราก็ล้าหลังจริงๆ แต่ทุกวันนี้เรามีอินเตอร์เน็ตแล้ว เราแค่หยิบโทรศัพท์ขึ้นมาก็หาความรู้เพิ่มเติมให้กับตัวเองได้แล้ว การพัฒนาด้วยตัวเองก็สำคัญเช่นกัน ในเมื่อเราทราบดีว่าการศึกษาไทยบกพร่องตรงไหน เราก็แค่จัดการหาความรู้ด้วยตัวเองเลยในส่วนที่เราคิดว่าโรงเรียนให้เราไม่ได้ ถ้าเรารอให้คนอื่นป้อนความรู้ให้เราอย่างเดียวโดยที่ตัวเองไม่ขวนขวายหาความรู้ให้ตัวเองเลย ก็ไม่ต่างอะไรกับการศึกษาที่ล้าหลังเช่นกัน

The ones who are motivated to speak English (or any other language they're learning) are the ones who actually have to use the language for work or life. If you don't have a motivation, you probably won't strive for fluency. With this in mind, the average Colombian or Thai who don't come into contact with foreigners won't likely come across speakers of other languages at work that they would be motivated to speak or learn another language…
Schools that teach ESL to children don't seem to understand that language is a tool for communication. The children are more focused on getting "A"s in the class (by memorizing vocabulary, etc) than actually being able to communicate in the language functionally. That's an attitude that educational systems all around the world will need to address.

as someone from the Philippines, please let me speak my thoughts.
i'll share how we can speak english well:
1. we were colonized by the americans. part of our culture is from their influence. e.g: our school system, democracy, local words derived from english. cake=keyk, party=parti(cant remember any local equivalent to this work lol.)
2. our medium of communication is either in our local dialect(not necesarrily tagalog) or in english. depending on where you're from. if you're born in manila, you'd end up speaking tagalog. if not, english.
3. english is the medium used to teach MOST subjects in school. yes, even more than tagalog.
4. everything that may/can be written or broadcasted is in english. street signs, ads, tv shows, packaging of the food that you're eating, is in english.
bottomline, we already have the environment to learn the language and apply it. learning could only get you so far but applying it in everyday life is a different story. so if anybody wants to be a better english speaker, changing the environment into something conducive to learning english will help greatly.

Yes you are right about her mistake about the Philippines. It was originally a Spanish colony for 300years except for Malina which was a British Colony. Then the USA colonised the Philippines and the end of the Spanish/American War December 10, 1898. This is why many Filo's speak Spanish and have Spanish names. They are have an extensive English programme not just in schools but run centres for oversea's adults who wish to learn to speak English.
